The name of the service and supply place next to the flight tower is Humphrey’s. That is the 9-letter base of your Caesar shift replacement cipher. From there, you shift in the alphabet left or right depending on the number below each letter. So the first letter, “H”, shifts 13 spots to the right (because it is a positive number) and becomes the letter “U”. When you do this for each letter, it spells:
